Aaron Isby-Israel: "Modified Lockdown" & Mistreatment of Mentally Ill at Miami Correctional Facility

I do not the individuals names, but, i was told the R&R building at this prison is housing the mentally ill.They are being held three to four to a cell that is only designed to hold one person, under extremely filthy conditions of confinement, namely being forced to lie in their own feces and unrine. the cells are exposed to the outdoor winter cold and they have no heat. This is inhumane and barbaric!

Someone who went to court, seen the prisoners in these inhumane conditions when he was passing through. He did not recognize anyone he knew and i do not know any of these individuals being subjected to those abuses. Being that ones are aware that i am a fellow prisoner who is concerned about these types of issues and ones confide in me for help and advice, the person whom i deal with brought this information to me. I don't want to mention this individuals name, to, ensure he is not retaliated against. There is a lot of crimes being committed here against prisoners in the dark and the crimes have only getting worst since this Payne character arrived.

Today, I was told we are on modified lockdown (2/1/20). This psychopath George Payne [new Deputy Warden at MCF] and his lackeys are at it again. All week this prison has been locking ones in their cells before 6p.m. and keeping ones retained in this situation until the next day. Payne come down here with a ideal he tried at Michigan City, by locking everybody down before 6pm and eliminating all movement after 6pm...This has effected our religious count letters, outside and gymnasium recreation, etc...

Most of us in G,H,I, and J cell houses work or go to school. I am in the braille school program, and i am in the program from 8am to 4pm and when i get out i got to go pick up my kosher diet from the prison kitchen. By the time i get back to the cellhouse i have missed recreation. This moron [Payne] has created a recreation schedule that conflicts with my weekly school schedule and for this reason i and everyone in my situation has been effectively foreclosed from access to any recreation! Our recreation schedule is: mon:4:20pm-5:20pm, tues:3:15pm-4:15pm, Thurs:4:20pm-5:20pm, Fri:3:45pm-4:45pm, Sat:8:00am-9:30am, 3:15am-4:15am, and Sun:8:15am-9:15am, 9:40am-10:40am...Now on saturdays i do not engage in exercise because i am Hebrew and this is my day of rest. These days are fine but the time schedules have eliminated my activities off the unit and i can only get my recreation once a week now on sunday, and that is if i am allowed recreation on that day.

This Payne character has stopped our night recreation (after 6pm) and those of us who be in school or work all day during the weekdays can only get recreation outside and in the gym after 6pm. I have not had access to recreation all week. This is a constitutional and human rights issue. Payne is trying to use staff shortages to justify this arbitrary change in our recreation schedule, but, ignores that recreation is a basic human need and is a fundamental constitutional right! This is a issue that must be exposed and addressed.

IDOC Watch sources at Miami said the fires and power shutoff at MCF last week happened on P Unit, and the fires were likely in response to the restrictions on recreation imposed by Deputy Warden George Payne.
